DECC announces Renewable Heat Incentive (RHI) payment scheme
Phase 1: There will be direct payments to subsidise the cost of installing a qualifying renewable heat system. Known as the 'Renewable Heat Incentive Premium', this will provide an immediate contribution to the purchase price of green heating systems. Those taking up the Premium will then still be eligible for the full RHI tariff from October next year.
Premium payments will be available from 29 July 2011 with full eligibility criteria to be set out in May this year. It is expected that those in receipt of Premium payments will have achieve minimum energy efficiency measures in their home and agree to some additional monitoring/reporting on performance of their installation. DECC has published the level of payments as shown below: Premium Payment
- Air Source HP: £850
- Ground Source HP: £1,250
- Solar Heating: £300
- Biomass Boiler: £950
Phase 2: Qualifying residential renewable heating systems will receive an ongoing annual RHI payment for a number of years, most likely either to reflect the realistic average lifetimes of each technology, or harmonised on a 20 year life, as for the larger installations. All qualifying systems installed since July 2009 will be eligible to receive these payments from October 2012, including those who received a Renewable Heat Incentive Premium in Phase 1. MCS is expected to be the key qualifying requirement.
DECC have stated that only retro-fit applications will be able to access the RHI Premium and the domestic level RHI tariffs. For new build homes, an RHI tariff will be considered for the 2012 phase.
